The story

In early 2025 the Habersham County Development Authority worked to sell a Development Authority-owned site on Pyratich Drive in Baldwin, first voting 6-0 to amend the sale contract and then voting 6-0 to counteroffer on the property at 5.007 acres for $45,000 per acre, even as officials said activity at existing park buildings, particularly the Higgins building, was slow.

By February and March 2025 the authority reported two solid prospects for Phase II, with one under contract and nearing close, though a prospect called Project Hill withdrew from its contract. The Pyratich sale closed, bringing the authority proceeds of $214,049.25, while a dispute continued over Wilson Hutchinson's buyback of lots 5 and 7.

Construction got underway on the Clearview building on the Pyratich site that spring, and Wilson-Hutchinson submitted plans and permits for a 15,000-square-foot building on pad 7. In June 2025 the authority voted 7-0 to approve updated Phase II covenants, which include an association/dues requirement and a $500-per-month penalty for construction delays, after reviewing proposed layout renderings for the phase.

Through the fall of 2025 and into early 2026, the authority pursued interest from SteelCell in an available Phase II lot while continuing to chase unpaid common-services bills from tenant GTS Customs. Officials said 15 acres remained to sell in Phase II, and by January 2026 Clear View Enterprises was finishing construction on its new building; the authority later toured that site to discuss the company's operations.
