Toccoa’s $16.5 Million Water-Plant Proposal Has No Recorded Outcome in Cited Agendas

Toccoa’s April 2024 agendas put a proposed $16.46 million Toccoa Creek water-plant improvements contract before city officials, but the cited materials do not say what happened after the item reached the commission. For the 2011 project, the commission’s position is explicit: members unanimously selected Allsouth under Alternative A. The 2024 work-session material identifies Reeves Young as the firm named in the proposed Notice of Award and specifies a construction-management arrangement, a guaranteed maximum price and an owner contingency. But the packet is a proposal presented to officials, not proof that Reeves Young received a final award or performed construction. The April 16 agenda likewise establishes that commissioners were scheduled to consider the Toccoa Creek item, without documenting how individual commissioners acted.

The 2011 award is a completed commission decision, but the cited minutes do not establish whether its work was completed, whether Allsouth was paid the full amount or how the improvements affected plant operations. The 2024 figures and Reeves Young notice remain proposed terms in the cited record. No cited document confirms a final commission approval, contract execution, amendment, payment, construction activity or completion for the Toccoa Creek project. Those are separate questions from the older Allsouth award and should not be inferred from the agendas alone.

The concrete next public step is a later commission minute, executed contract, procurement record, payment document or project report that states what followed the April 2024 consideration.
