Toccoa’s 4–1 utility-delinquency vote left the rules behind it unclear
Toccoa’s City Commission approved a Utilities Delinquency Policy on Nov. 12, 2012, adopting the staff-presented measure on a 4–1 vote. Mayor Austin and Commissioners Seib, Carter and Fry supported the policy; Vice Mayor Pavliscsak cast the lone opposing vote. Commissioner Carter made the motion and Commissioner Seib seconded it.
