Toccoa made Toccoa Falls Estate sewer approval conditional on water-capacity pact

Toccoa’s City Commission unanimously approved a sewer allocation request for the proposed Toccoa Falls Estate residential development on March 8, 2010, but attached a condition that reached beyond sewer service: the estate had to approve an agreement establishing and allocating potable-water and wastewater-treatment capacity.
