Toccoa agenda named Billy Morse for city manager job, but hiring outcome remains unclear

Toccoa’s City Commission put the possible hiring of Billy Morse as city manager on its Sept. 23, 2013 meeting agenda, publicly identifying a candidate for the city’s top day-to-day administrative post. The item appeared in the agenda’s new-business section as a “Consideration,” meaning commissioners were scheduled to take up the proposal that night. But the agenda itself does not say whether they approved the hiring, rejected it, postponed it or took another action.
