Toccoa cemetery radar plan still lacks a documented commission decision

A proposal to use ground-penetrating radar to scan and map a Toccoa cemetery remains without a documented City Commission outcome nearly four years after it was placed before commissioners. The commission’s Sept. 26, 2022 agenda listed “ground penetrating radar scanning and cemetery mapping services” for consideration, but the agenda does not say whether the city approved, altered, delayed or rejected the proposal.

The unanswered question matters because a radar survey and cemetery map could affect how the city identifies burial locations and conditions before decisions about maintenance, access or work near burial grounds. For residents and families interested in the cemetery, the central issue is whether a discussion became an authorized public project—and, if so, which area was included, what scope the city accepted and what it cost.

The proposal reached the commission with concrete options rather than as a general idea. On the morning of the Sept. 26 meeting, WNEG Radio reported that commissioners would consider three firms’ scanning and mapping proposals, each priced by cemetery section. Later that day, the commission agenda formally identified the services as an item for consideration. That sequence establishes that the project was before the city, but neither the agenda nor the radio report supplies a subsequent decision.

The City Commission was the public body positioned to act on the proposal. WNEG Radio reported bids from GeoModel, OMEGA Mapping Services and New South Associates, with different prices for west, central and east cemetery sections; the lowest reported figures varied by section, while New South’s figures were higher. The record does not preserve commissioners’ reasoning, a recommendation for any vendor, the firms’ views beyond their proposals, or comments from cemetery families or other residents.

What is established is limited: the commission considered a proposed radar-scanning and mapping service on Sept. 26, 2022.
