Toccoa has sent a proposed substitute-property outline for Alewine Park through a state department for federal review, Mayor Carter told the City Commission on Oct. 13, 2025. The preliminary outline includes the Training Center and an area used by the Fire Department, and city officials said it must receive approval before the city considers commissioning a formal survey.
