Toccoa Revisited Ethics Panel Seat for Terry Carter, but No Appointment Is Documented

Toccoa’s City Commission again placed Terry Carter’s proposed appointment to Post 1 on the city’s Ethics Panel before commissioners on Dec. 10, 2018, reviving the same unresolved-looking item that had appeared four years earlier. The December agenda identifies Carter and the specific seat, but records a consideration item—not an appointment, vote or result.

That distinction matters because the Ethics Panel is part of the city’s oversight structure, and a name on an agenda is not proof that a seat was filled. Residents seeking to determine who held Post 1 cannot reliably conclude from these agenda entries alone that Carter became a panel member, or that commissioners selected anyone else.

The matter first appeared on the Nov. 10, 2014 City Commission agenda as consideration of appointing Carter to Ethics Panel Post 1. When the same proposed appointment returned on the Dec. 10, 2018 agenda, it showed that the question had again reached the commission’s public agenda. Neither agenda, however, explains what happened after consideration was scheduled, leaving no documented link between either proposal and a completed appointment.

For the commission, the agenda items framed Carter as the proposed appointee for a defined Ethics Panel post. For Carter, the entries establish that his name was presented for consideration twice, but do not establish acceptance of the role or service in it. For residents, the practical issue is whether the city acted on the proposal and who, if anyone, ultimately occupied a seat intended for municipal ethics oversight.

What is documented is limited but clear: the Nov. 10, 2014 agenda and the Dec. 10, 2018 agenda each scheduled consideration of Carter’s appointment to Post 1. What remains unknown is whether commissioners approved, rejected, deferred or withdrew the proposal; whether another person was selected; whether the seat stayed vacant; and who ultimately served. The two agendas do not state a vote, approval or appointment outcome.
