Toccoa’s sweepstakes-cafe permit freeze has no documented finish

Toccoa’s last confirmed action on internet sweepstakes cafes is now more than a decade old: on Aug. 8, 2011, the City Commission unanimously adopted a temporary 180-day moratorium on accepting zoning-permit applications for sweepstakes cafes and their variations. The action paused the city’s permit intake for that business category and waived a second reading of the ordinance, but the proceedings provided here do not show a later vote ending, extending or replacing the freeze.
