Toccoa Bowling Center’s Beer-and-Wine License Was Reportedly Approved, but Official Record Is Still Missing

More than two years after the Toccoa City Commission considered a beer-and-wine Alcohol Beverage Control License for Toccoa Bowling Center at 910 Rose Lane, the central question has a split documentary record. WNEG Radio reported the day after the Feb. 12, 2024 meeting that commissioners unanimously approved the license, but the City Commission agenda for that meeting records only that the request would be considered and does not state a vote or final action.

The distinction matters because an agenda item is a proposal before elected officials, not proof that a business received permission to serve alcohol. For the bowling center, its patrons and neighbors near Rose Lane, the practical issue is whether beer and wine consumption was authorized at the property; for the public, the unresolved question is where the city’s final action, if any, was formally recorded.

The 2024 request was not the first alcohol-license matter tied to the address. On Aug. 12, 2013, a City Commission agenda listed consideration of an Alcohol Beverage Control License for Rose Lane Bowling Lanes at 910 Rose Lane, managed by Ralph Amick. That earlier agenda also does not show a disposition. The 2024 agenda later placed a request for Toccoa Bowling Center at the same address before commissioners, establishing a second documented consideration but not, on its own, its outcome.

Before the February 2024 meeting, WNEG Radio reported that the ABC Board had recommended approval of the bowling center’s application for beer and wine consumption. The station subsequently reported that the commission approved it unanimously. Those accounts describe support from the advisory board and, according to the station’s meeting recap, from all commissioners. No position from the bowling center, nearby residents or other opponents appears in the material identified here.

What is established by the official agenda is narrow: commissioners were scheduled to consider the 2024 license request. WNEG Radio’s post-meeting report is a material account of implementation, saying the license was unanimously approved, but it is reported context rather than official proof of the commission’s action. The agenda does not document approval, denial, deferral, withdrawal or a vote, and the same limitation applies to the 2013 agenda item for the address.

The next concrete public step is to locate the minutes from the Aug. 12, 2013 and Feb. 12, 2024 City Commission meetings, or a later city licensing record that expressly resolves either request. Until that official record is identified, it remains undecided in the public account whether the city formally granted, rejected, postponed or otherwise disposed of the 2024 license, notwithstanding WNEG Radio’s report of unanimous approval.
