Toccoa put cemetery board appointments before commission, but no decision is recorded

Toccoa’s City Commission placed appointments to the Cemetery Advisory Board on its new-business agenda for Sept. 26, 2016, signaling that commissioners were to consider who would advise the city on cemetery matters. The agenda, however, stops at the scheduled consideration: it names no candidates, identifies no seats and does not record whether the commission made appointments.
