Collins Road Alcohol-License Decision Still Has No Documented 2022 Record

Toccoa’s City Commission put Collins Convenience Store’s request for an alcohol beverage license at 14 Collins Road before commissioners on Aug. 8, 2022, but the official meeting agenda stops short of recording what the commission decided. The unresolved record leaves no documented answer from that proceeding on whether the application was approved, denied, postponed or otherwise handled.

That missing decision matters because authorization to sell alcohol can directly shape a neighborhood convenience store’s operations and is a city action residents and customers may reasonably want to track. Before the commission meeting, the city Alcohol Beverage Control Board reviewed the application on July 26, 2022, WNEG Radio reported. Citing City Clerk Fredda Wheeler, the station said the board had reviewed submitted documents, payment and the applicant’s meeting with the board, then recommended that commissioners grant beer and wine package-sales authority. The commission agenda subsequently listed the application as new business for consideration at its Aug. 8 meeting.

The ABC Board’s reported recommendation favored granting the request after its review, while the City Commission held the authority to consider the application. Collins Convenience Store was the applicant, and the public was invited to the Aug. 8 meeting, according to WNEG Radio. No account of public comment, a commission vote, conditions on any license or a formal response from the store appears in the documented agenda.

The scheduled consideration is a completed city action; the outcome of the 2022 application is not established by the agenda. WNEG Radio reported in November 2023 that commissioners authorized a $750 fine and a 10-day alcohol-license suspension for the business operating as The Collins Road Convenience Store at the same address after an alleged underage sale, and said the suspension began Nov. 14. That later reporting indicates alcohol-license enforcement involving the business, but it cannot establish how the 2022 application itself was decided or whether the license was issued through that proceeding.

The concrete next step is to obtain the Aug. 8, 2022 commission meeting minutes or a later official city record that addresses Collins Convenience Store’s application.
