Habersham County extends airport box hangar ground leases to 30 years, keeps awarding new hangar sites

The Habersham County Board of Commissioners approved the original ground lease agreement for new 60x60 box hangars at the airport in March 2024, setting up a 25-year term in that draft version and opening the way for private construction of hangars on leased airport land.

Through 2025 the Airport Commission reworked the lease terms, specifying a start date, construction timeline and permitting requirements. After tabling proposed changes in April, the commission voted 5-0 in May to recommend extending the lease term to 30 years and separately voted 5-0 to approve a revised agreement covering commencement and rent-payment terms.

The Board of Commissioners voted 5-0 on July 21, 2025 to extend the box hangar ground lease term from 20 years to 30 years, applying it to the two ground leases already awarded. The Airport Commission then voted 5-0 in September to adopt an updated lease form, and the Board approved further revisions to the ground leases on October 20, 2025, the same meeting at which the Airport Commission reported the box hangar RFP had been re-released with bids closing November 6.

The Airport Commission voted 3-0 on November 18, 2025 to award that RFP to Prime Community Management Development. The Board of Commissioners then approved separate revised ground leases for 60x60 hangars with FBO Drive (Red Rooster Rentals, LLC) and with Higgins Construction on January 20, 2026, each by a 5-0 vote.

A further RFP round produced two more awards: the Airport Commission voted 5-0 on April 14, 2026 to award proposals to Cook Construction and Real Estate and to Roland Manarin. The Board of Commissioners approved the ground lease with Manarin on June 15, 2026 by a 4-0 vote, with a minimum ground lease rate of $360 per month for 3,600 square feet and an estimated construction cost of $197,500.
