The story
A property owner asked Franklin County to rezone a +/- 3.59-acre tract on Rose Conley Road from Rural Residential to Heavy Industrial for a pet crematory, which required a variance from the county's 5-acre minimum lot size for that zoning and a conditional use permit for an incinerator or crematory.
On May 5, 2025, Franklin County's planning commission recommended denying the rezoning, 5-0, according to Board of Commissioners minutes. The same day, the Board of Commissioners voted 5-0 to table the rezoning and the acreage variance rather than act on them, on a motion by Commissioner Pulliam.
The rezoning, conditional use permit and variance returned to the Board of Commissioners on July 7, 2025. The board voted 5-0 to deny all three, on a motion by Commissioner Thompson, seconded by Commissioner Pulliam.
Franklin County Planning Commission records dated July 17, 2025 likewise list the rezoning, the conditional use permit and the variance as denied 5-0.
