In July 2025, Clarkesville City Council received an update on a planned intergovernmental agreement with the U.S. Army. City Manager Mr. Dickerson told council the Army was continuing to prepare for the contract to begin.
By August 2025, the matter was being referred to as the Camp Merrill Intergovernmental Service Agreement. Mr. Dickerson updated council that the contract could begin sometime in October.
