Clarkesville council votes 4-0 to raise the City Charter's maximum millage rate to 15 mills

In February 2025, the Clarkesville Mayor and City Council discussed that the City Charter would need to be changed to allow a higher millage rate.

At a March work session, City Attorney Matt Skilling presented a preliminary resolution to increase the maximum millage rate as part of a change from a 100 percent to a 40 percent assessment of property value. A related millage rate ordinance was discussed at the regular meeting but not voted on; the attorney was to make minor changes and bring an updated resolution back in April.

In April, the council was presented a new resolution to raise the charter's allowed millage rate to 15 percent, so the city could assess 40 percent of property value instead of the current 100 percent.

A public hearing on the charter change, Resolution 2025-2, was held in May. City Manager Mr. Dickerson explained the anticipated change, and no one spoke for or against it.

After a second public hearing in June, the council approved Resolution 2025-2 amending the City Charter's maximum millage rate to 15 mills by a 4-0 vote.
