The Toccoa City Commission approved an alcohol beverage license request for the restaurant at 620 Big A Road during its Oct. 13, 2025 meeting, clearing a city-government hurdle for the business identified in the minutes as Tokyo Sushi and Japanese Restaurant. Vice-Mayor Hellenga made the approval motion, Commissioner Jamieson seconded it, and the motion carried.
The decision could broaden the restaurant’s offerings for diners along the Big A Road commercial corridor. But commission approval alone does not establish that alcohol is being served: the public minutes record approval of a request, not completion of the licensing administration or the start of service.
The matter first appeared publicly on the commission’s Oct. 13 agenda as consideration of an alcohol beverage license for Tokyo Sushi & Steakhouse at 620 Big A Road. Later in that same meeting, the commission acted on the request and approved it, according to the meeting minutes. The agenda’s use of “Tokyo Sushi & Steakhouse” and the minutes’ use of “Tokyo Sushi and Japanese Restaurant” are not explained in the public materials.
For the restaurant, the approval represents progress toward adding alcohol service if all remaining requirements are met. City commissioners, through Hellenga’s motion and Jamieson’s second, approved the request without a recorded vote tally in the minutes. The agenda confirms the item was scheduled for consideration, but neither document identifies public supporters or opponents, or sets out their views.
What is confirmed is the commission’s Oct. 13 approval. What remains unknown from the public minutes is the type of license, which beverages or service privileges it would cover, any conditions attached to it, a final issuance date and whether the city completed subsequent licensing steps. The minutes also do not state whether alcohol service has begun.
The next concrete public development would be a city licensing record showing whether the approved license was issued and, if so, its effective date, authorized privileges and conditions. Until such a record appears, residents cannot determine from the commission action alone whether alcohol service is operating at 620 Big A Road or what restrictions may apply.
