Toccoa’s airport-lighting contract supplement awaits a public outcome record

Toccoa City Commissioners put a supplemental agreement for the Toccoa-Stephens County Airport’s lighting contract on their July 27, 2026 agenda, signaling a new step in the multi-year airfield-lighting project. The agenda, however, does not say whether commissioners approved, changed or rejected the supplement, and a city outcome record has not been published.

The agreement concerns lighting used for airport operations at the jointly served Toccoa-Stephens County Airport, where reliable airfield infrastructure bears directly on operational safety. It also involves public commitments that span the city, Stephens County and the Airport Authority, yet the public record currently leaves residents without the contractor, price, work scope, funding sources or completion terms for either the original contract or the proposed supplement.

Stephens County commissioners approved the lighting contract on Sept. 10, 2024, after the county administrator said funding had already been provided to the Airport Authority and described the work as a lighting upgrade approved the previous year. A motion was made and seconded, no opposition was heard in the recorded vote, and the chairman declared it carried, authorizing him to sign. Nearly two years later, Toccoa’s agenda returned the matter to public view through a supplemental agreement, although the agenda does not explain how the proposed changes relate to the earlier approval.

County officials treated the 2024 action as part of an airport lighting upgrade for which money had already been provided to the Airport Authority, according to the meeting recording. Toccoa’s commission, meanwhile, was asked to consider a supplemental agreement with the airport in July. The records do not identify competing public positions, and they do not establish whether the city, county or Airport Authority will bear any added cost or responsibility under the supplement.

The county’s approval of the underlying lighting contract is documented in its official meeting recording. The later city item was only a proposal on the July 27 agenda; it is not proof that the commission acted or that a supplement was executed. The original 2023 approvals referenced in the county discussion have not been documented here, and neither the executed original contract nor an executed supplemental agreement has been publicly located.
