The story
Stephens County government submitted "The Reserve," a mixed-use development planned for about 89.5 acres in unincorporated Toccoa, to the Georgia Department of Community Affairs for review. The plan calls for 165 single-family detached residential lots and 38,000 square feet of retail on 6.2 acres.
On August 4, 2025, DCA's review determined the project warrants regional review as a Development of Regional Impact.
