Elijah Webb’s request to rezone Parcel 054A 004 on Oakbrook Trail in Toccoa moved to the Stephens County Board of Commissioners on July 14, following unanimous Planning Commission support. Commissioners were asked to consider changing the property from Residential Single to Agricultural Residential, but the board agenda does not say whether they approved, denied, postponed or otherwise acted on the request.
The unresolved vote matters because it would set the governing zoning framework for the Oakbrook Trail site. Webb’s request describes residential use and hobby farming; approval of Agricultural Residential zoning would replace the parcel’s current Residential Single designation and shape what uses can proceed under the county’s land-use rules.
The proposal first cleared a key planning-stage hurdle before it reached the county’s elected governing body. On July 7, the Planning Commission record shows a motion and second to approve the rezoning for residential purposes and hobby farming, followed by a unanimous vote with no discussion recorded. That recommendation put the same proposed change before commissioners a week later, where the agenda listed the matter for consideration without recording its outcome.
Webb is the applicant seeking Agricultural Residential zoning for the parcel. The Planning Commission’s documented position was unanimous approval of that designation for the stated residential and hobby-farming purposes. The Board of Commissioners agenda identifies commissioners as the body considering the proposed rezoning, but it contains no attributed discussion, vote or stated position from individual commissioners, nearby residents or other interested parties.
What is confirmed is the Planning Commission’s unanimous July 7 approval action and the Board of Commissioners’ July 14 consideration of the proposal. What remains only proposed in the board agenda is the actual shift from Residential Single to Agricultural Residential. The agenda is not a final action record, so it does not establish that the rezoning took effect, that commissioners modified it, or that the existing classification remained in place.
The next public step is a Board of Commissioners meeting record or other county action that states the disposition of Parcel 054A 004. Until such a record appears, residents and Webb cannot tell from the July 14 agenda whether Agricultural Residential zoning was adopted, whether the proposal was altered or deferred, or whether the parcel remains zoned Residential Single.
