Royston extends wastewater-project timeline after approving $2.71 million in contracts

Royston City Council has extended the completion date for its Wastewater Plant Tertiary Treatment Project, approving a July 8, 2025 modification to the project’s GEFA promissory note and loan agreement. The motion passed 6-0, but the council minutes do not disclose the revised deadline or say whether construction has begun on the work the city approved months earlier.

The extension concerns a core city utility project backed by $2.71 million in approved contracts. Tertiary-treatment work at the wastewater plant is a significant public investment, yet residents cannot use the published council actions to determine the project schedule, its current stage or when the upgraded facility is expected to be finished.

City officials first put a bid award for the 2024 Tertiary Treatment and Sludge Handling project at the Sewer Treatment Plant on an agenda in 2024. That agenda showed the award was under consideration, not that it had been decided, and it did not give an exact meeting date. After bids were opened Dec. 6, 2024, council in April 2025 accepted two bids for the tertiary-treatment project; the cited minutes establish the action occurred that month but do not identify the meeting day. The July loan modification followed those awards and extended the completion date.

Council unanimously selected Allsouth Constructors Inc. for a $2,323,200 contract and Parkson for a $389,700 contract, for a combined $2,712,900. The minutes record the council’s votes but do not describe statements from the firms, city staff or residents about the work, nor do they provide a fuller public description of each contractor’s responsibilities.

The bid acceptances and the later completion-date extension are completed council actions, not pending proposals. What remains unestablished is whether either contractor received authority to proceed, whether contract terms were amended, when construction started, how much work has been completed or whether the project is finished. The July action confirms that the GEFA-financed project’s completion date changed, but not what the new date is.

The next public milestone would be a council record or city update documenting implementation, construction progress, another amendment or completion. Until then, Royston residents are left without a published construction timetable, revised completion deadline or confirmed outcome for the wastewater-plant tertiary-treatment project.
