Royston utility work advances, but an award-related agenda entry leaves key decisions unclear
Royston’s clearest documented utility update is construction progress, not a newly approved project. In the City Manager’s January 2026 Operations Report, the city said the Raw Water Intake Project was nearly complete and that two in-ground hydrants were expected to be installed in February; it also reported that the wastewater filter project was progressing on schedule. A February agenda entry near an item labeled “Award” has not, in the public text at hand, named the work, location or decision connected to that item.

The next meaningful public step would be a Royston agenda, meeting-minutes entry or project record that identifies the work, location, contractor or applicant and the action officials took. Until then, it remains undecided in public whether any award occurred, whether potential change orders were approved, who would perform any resulting work and when residents might see effects on service or streets. The January report also does not identify a council vote, approval, award or final action on those possible change orders.
This matter rests on a single official record so far. It stays compact until a later record adds to it.
