Royston DDA vacancy remains unresolved in public record after council motion

Royston City Council considered Spencer Risner for a vacant seat on the Downtown Development Authority Board of Directors in September 2025, and its Sept. 9 minutes record a motion to appoint him through Dec. 31, 2027. The minutes, however, do not say whether council voted on the motion or what final action it took, leaving the seat’s documented status unresolved.

The unanswered question matters because the Downtown Development Authority handles downtown-development matters, and the appointment would determine who serves on the board for the remainder of the unexpired term. Residents cannot tell from the published minutes whether Risner joined the authority, whether the matter was delayed or withdrawn, or whether council selected someone else.

The matter reached council after a vacancy opened on the authority’s board. A September 2025 agenda placed before council the proposed appointment of Risner to fill that opening until the end of 2027. At the Sept. 9 meeting, the discussion advanced at least as far as a motion by Councilman Fields to appoint Risner, but the minutes excerpt ends without recording the motion’s disposition.

Risner was the proposed appointee, while City Council held the authority to act on the vacancy. Councilman Fields is identified in the minutes as making the motion. The agenda describes the position as an unexpired term ending Dec. 31, 2027; it does not establish that Risner accepted the post, that a majority supported him, or that any other candidate was considered.

The proposed appointment and the motion are documented acts. A completed appointment is not. The September agenda identifies only the month, not the exact meeting date, and the Sept. 9 minutes excerpt contains neither a recorded vote nor language showing approval, rejection, tabling or withdrawal. It also does not name an alternative appointee.

The next public confirmation would be a later City Council minute or resolution that records final action on the motion, or a Downtown Development Authority roster showing who filled the vacancy. Until such a record appears, the public minutes do not resolve whether Risner took the seat or whether the authority’s unexpired term was filled.
