What this means now

Where it stands

The county’s approval of Map Amendment Application Z-25-01 is complete: the former driveway-access condition was removed. What follows remains undetermined. The minutes do not document a new driveway, subdivision of the tract, plat, building permit or construction, and they do not show that Rockford Creek Road access has been separately approved or built.

The story

Habersham County commissioners on April 21, 2025, approved Omega Properties & Development, LLC’s request to remove a condition that had required a commercial facility’s entrance and exit on Parcel 128 061C to be installed and accessed only from Hollywood Hills Road. The tract sits at the corner of Hollywood Hills and Rockford Creek roads.

The decision removes a specific restriction on where traffic serving a future commercial facility could enter and leave the property. It does not itself authorize a new Rockford Creek Road driveway or establish when, or whether, commercial development will occur, but it changes a condition attached to the parcel’s earlier Low Intensity-to-High Intensity map amendment.

County records show the access question followed an earlier effort to change the 16.64-acre tract from Low Intensity to High Intensity for RV, boat and self-storage development. A June 19, 2023 agenda scheduled commissioners’ consideration of that type of rezoning, but does not record its outcome. The April 2025 minutes, meanwhile, describe the earlier map amendment as having been approved in 2021; the materials do not reconcile those differing years. In April 2025, Omega sought removal of the driveway condition attached to that prior action, and commissioners approved it.

Omega Properties sought the change. According to the county minutes, a neighboring owner wanted to buy part of the property for a residence and wanted access from Rockford Creek Road; that request was cited in the discussion of removing the Hollywood Hills-only condition. The minutes do not identify the neighboring owner, describe any public opposition or support, or provide a vote tally for the commission’s approval.

The next public indication of how the decision will be carried out would be a county driveway, subdivision, plat, land-use or building record for Parcel 128 061C. Those filings could show whether the property is divided, whether a Rockford Creek Road entrance moves forward, and what commercial or residential work is proposed. For now, none of those outcomes is settled in the county action.

Still unresolved

What is not yet known

These are evidence gaps, not assumptions. They remain open until a dependable source closes them.

  1. County materials conflict on the timing of the earlier Low Intensity-to-High Intensity map amendment: April 2025 minutes refer to a 2021 approval, while a June 2023 agenda lists consideration of a similar change. The records do not resolve the discrepancy.
  2. The June 2023 agenda shows an item was scheduled for consideration, not what commissioners ultimately decided.
