Habersham Leaves Industrial-Park Streetlight Billing, Construction Balance Unsettled

Habersham County commissioners unanimously postponed a decision on continued billing for streetlights at the industrial park, voting 6-0 at their Aug. 14, 2025 regular meeting to table the matter until September. The vote left the county without a documented final decision on whether the billing arrangement would continue or how responsibility for the lights would be handled.

The dispute reaches beyond a routine utility charge. County officials had been considering ending county operation of the industrial-park lights, but the unanswered billing question affects who administers and bears the cost of that service. It also remains tied to an approximately $19,000 construction amount that officials said was owed to Habersham Electric Membership Corp., or HEMC, during an earlier discussion.

The issue surfaced publicly in April 2025, when officials discussed ending county operation of the industrial-park streetlights. At that meeting, they described roughly $19,000 still owed to HEMC for construction as an obstacle to transferring responsibility away from the county. By August, the question had shifted to whether streetlight billing would continue, but commissioners deferred rather than resolve it, carrying the uncertainty forward.

County officials’ documented position was exploratory: they discussed ending the county’s operation of the lights and later considered continued billing, without a recorded final choice on either course. HEMC was identified in the April minutes as the utility owed the remaining construction amount. The records do not set out a separate public position from HEMC, nor do they identify a final recipient of operational responsibility if the county steps back.

The Aug. 14 tabling vote is a completed county action, not approval or rejection of a continuing billing arrangement.
