Habersham’s economic-planning grant bid missed first ARC deadline, leaving June window unanswered

Habersham County Development Authority staff told the board March 13, 2025, that the Appalachian Regional Commission’s March 11 pre-application deadline for a proposed strategic economic-development planning grant had already passed. Staff identified June 11 as the next deadline and said the application was nearly complete, pending suggested changes.

The proposed grant matters because a strategic plan could help organize how Habersham County pursues future business and economic-development initiatives. For now, however, the decision before the public is narrower: whether the authority converted its preparation into a later ARC pre-application and whether that request led to funded planning work.

By the March meeting, the first pre-application window had closed before staff’s work was complete. Rather than reporting a filing, staff described a nearly finished application that still required suggested changes, then shifted attention to the June 11 opportunity. They also said they did not expect the strategic plan itself to begin until 2026, placing any potential planning work well after the missed March deadline.

The Development Authority’s staff presented the proposed ARC request as a work in progress, not as a completed application or operating program. ARC is the prospective funding source named in the discussion. The minutes do not record competing public positions on the proposal, a board debate over its merits, or a vote authorizing the application.
