Habersham Development Authority awards engineering bid to Rochester, but project scope remains unclear

The Habersham Development Authority unanimously awarded its engineering-services bid to Rochester & Associates at its May 9, 2024 regular meeting, selecting the firm after a review committee scored it nearly five points above the next bidder. The approved minutes say Rochester will bill the authority through task orders, and the authority may approve individual task orders of up to $25,000.
