ChemPro vegetation-control contract in Habersham County still lacks recorded outcome

Habersham County’s proposed agreement with ChemPro Services Inc. for vegetation control at the county airport and along Road Department rights of way remained without a recorded decision when it returned to the Board of Commissioners’ Feb. 21, 2022 regular-meeting agenda as unfinished business. The agenda described an on-call herbicide-spraying arrangement, but it did not state whether commissioners approved, rejected or otherwise disposed of the item.

The question matters because the proposed contract concerned maintenance in two public settings: airport areas and roadsides across the county’s road system. A board decision could have authorized ChemPro to perform that work, but without a documented disposition, residents cannot determine from these agendas whether the county hired the company, delayed the proposal or pursued a different approach.

Commissioners first placed approval of the ChemPro contract on their Jan. 20, 2022 regular-meeting agenda. A month later, the proposal appeared again under unfinished business rather than as a new item, establishing that it had carried into a later meeting procedurally. Neither agenda supplies minutes or a vote result explaining why the matter remained unfinished or what, if anything, the board ultimately did.

ChemPro Services was the proposed outside contractor, while the county airport and Road Department were the governmental operations identified for the vegetation-control work. The Board of Commissioners was the body asked to consider approval. The agendas characterize the arrangement as on-call herbicide spraying, but they do not include a stated position from ChemPro, commissioners, airport officials, road staff or members of the public.

Scheduling the proposal in January and carrying it as unfinished business in February are documented actions. Approval, rejection, tabling, execution of a contract and any actual spraying are not established by the two agendas. They also do not provide the contract’s price, duration, detailed terms, work schedule or identify whether another vendor eventually handled the vegetation-control work.

The next public step is the identification or release of Board of Commissioners meeting minutes, a later contract record or another official document that addresses the ChemPro proposal. Until one of those records establishes an outcome, the central issue remains undecided in the public record described here: whether Habersham County took any final action on the proposed airport and road-right-of-way vegetation-control agreement.
