Habersham runway project cleared bidding stage, but closure and completion remain undocumented

Habersham County Airport’s planned runway-overlay project moved into a key pre-construction stage on Aug. 10, 2023, when airport staff reported that the Georgia Department of Transportation had opened and accepted bids. Officials were planning for daytime work that could last as long as 125 days and could require a 30-day runway-closure notice, but the account does not confirm that the notice was issued, that the runway closed or that the project was finished.

The unanswered implementation questions matter because a runway resurfacing can affect pilots, airport tenants and other users who depend on regular operations. The project also was tied to runway-object-free-area, or ROFA, safety work that airport staff described as necessary before later applications for non-safety improvements could move forward, making its progress relevant beyond the overlay itself.

The August update followed earlier commission backing for both the runway overlay and ROFA projects. April 2022 minutes say the Airport Commission had previously voted to support them, though they do not give the vote date and indicate that some items still needed Board of Commissioners action. By August 2023, staff had progressed to coordination with GDOT on drone footage before and after construction, while the state bid action gave the overlay a prospective construction path.

Airport officials presented the work as both an operational project and a safety sequence: the overlay required planning around runway access, and the ROFA work was described as a prerequisite to seeking later non-safety funding or approvals. GDOT’s reported acceptance of bids placed the state agency at the procurement stage, while the Airport Commission’s earlier support did not eliminate the need for any remaining county-board action on particular project items.

What is documented is limited but significant: commission support predates April 2022; staff coordinated pre- and post-construction drone footage in August 2023; and airport staff reported GDOT had accepted overlay bids. The proposed work duration, daytime schedule and 30-day closure-notice process were expectations, not recorded completed acts. The minutes do not identify contractor hours, actual closure dates, a construction start, a schedule change or completion.

The next consequential public update would establish whether a contractor’s schedule was set, whether a runway-closure NOTAM was issued and whether the overlay was completed. Until an airport or county record answers those questions, residents and airport users cannot determine the project’s final timing, operational effects or outcome, nor whether further governing-body action was required for remaining work.
