Habersham airport’s $5.74 million plan hinged on grants, with final county action unresolved

Habersham County Airport Commission voted 4-0 on June 11, 2024, to recommend a proposed $5,738,140 airport budget for fiscal year 2025. The plan placed runway-overlay work, airfield lighting, equipment purchases and land-easement acquisition in a capital program expected to draw heavily on outside aid, including $4.4 million in anticipated reimbursements from the Federal Aviation Administration and Georgia Department of Transportation.

The recommendation matters because it joined everyday airport finances to a sizable construction and acquisition agenda whose affordability depended largely on grants. The budget discussion followed a tighter financial picture earlier that spring. On April 9, the commission approved airport financials showing a stated account balance of $1,102,435, though staff said that figure included ROFA funds already paid out and put the estimated true balance at about $478,000. Staff also said the FY2025 budget would be discussed in May and that some project-match money might temporarily be borrowed from the county general fund. By June 11, staff had reviewed the proposed budget and said the first budget hearing was scheduled for June 17 before commissioners approved their recommendation.

Airport commissioners supported sending forward the proposed FY2025 plan, approving the recommendation unanimously after a motion and second. Airport staff framed the spending around anticipated FAA and GDOT reimbursements and identified the proposed capital items. The record also reflects staff’s earlier warning that project-match money could require temporary borrowing from the county general fund, placing county officials and taxpayers among those affected by how the proposal was ultimately financed.

The commission’s action was completed: it approved a recommendation, not a documented final county budget adoption.
