Habersham’s $73.7 million budget proposal hinged on unfinished tax-digest math

Habersham County commissioners opened public consideration of a proposed $73,733,664 fiscal 2024 budget on June 19, 2023, but the plan’s tax assumptions remained unresolved because the final property-tax digest was not yet settled. Finance Director Tim Sims told the commission that preliminary figures suggested the county could fund the proposal without increasing the millage rate, provided final assessed values supported that calculation.

The decision carried countywide consequences because the budget would guide spending across county funds and help determine how much of that cost would be supported by property taxes and other revenue. The headline total mattered, but the more immediate question for homeowners and other taxpayers was whether projected tax collections would actually cover the planned spending without a higher tax rate.

The June discussion followed a prior fiscal-year budget of $67,437,964. The proposed FY 2024 plan was 9.3% higher, Sims said, bringing the proposed general fund to $37,185,665. That larger spending proposal made the tax digest especially consequential: late preliminary digest figures complicated the revenue estimates commissioners were being asked to consider.

County staff presented the preliminary revenue assessment rather than a guaranteed tax outcome. Sims’ position, as reflected in the meeting discussion, was conditional: the county might avoid a millage-rate increase if the final digest bore out the preliminary figures. Commissioners heard the first reading of the proposal, while residents stood to be affected by both the services financed through the budget and any eventual property-tax decision.

What the June 19 meeting establishes is narrower than a completed budget decision: commissioners heard and discussed a proposed all-funds budget. It does not establish that they adopted or amended the proposal, set a millage rate, or confirmed that the final digest supported staff’s estimate. The prospect of holding the millage rate steady was therefore a preliminary assessment, not a recorded final action.

The next public step needed to resolve the issue is a later county commission budget proceeding or an adopted FY 2024 budget record showing the final spending plan and its revenue assumptions. Until such an action is documented, it remains unknown whether commissioners changed the proposal, whether final assessed values supported the forecast, and what millage-rate outcome the county ultimately chose.
