Habersham development authority targets overdue Pad 8 building with 45-day occupancy demand

The Habersham County Development Authority unanimously directed its legal counsel on July 13, 2023, to send Don Higgins a letter demanding a certificate of occupancy for the building on Pad 8 within 45 days. Members said Higgins was already well past the contractual deadline to finish the building and secure the certificate, and they identified the agreement’s claw-back provision as a possible response if the project did not meet its obligations.
