Habersham County Still Has Not Documented Decision on Piedmont Aquatic-Center Access

Habersham County commissioners again placed a proposed renewal of Piedmont University’s agreement to use the Ruby C. Fulbright Recreation and Aquatic Center on their Aug. 18, 2025 agenda. The item described university students’ and faculty members’ use of recreation and aquatic-center facilities, but the agenda does not say whether the Board of Commissioners approved, changed or rejected the renewal.

The unresolved item concerns access to a county recreation and aquatic facility that also serves residents. Continuing the relationship could affect how the center is used by the university and the public, yet the materials do not identify a price, duration, schedule, facility-specific limits or other terms that would show how those uses would be balanced.

The August listing followed an earlier attempt to consider the matter. On July 21, the county agenda listed renewal of a facility-use agreement for Piedmont’s competitive swim team to use the aquatic center’s lap pool. The July meeting minutes excerpt cited with that agenda does not record a vote or final action, leaving the reason the matter returned in August unstated.

Piedmont University is the prospective user named in both agenda items. The July description focused on its competitive swim team and the lap pool; the August item more broadly described students and faculty using recreation and aquatic-center facilities. The county board controls whether to renew the agreement, but the cited agenda and minutes materials include no recorded statements from commissioners, university representatives or center users explaining their positions.

What is documented is limited to two proposed renewals placed before commissioners, first in July and again in August. Neither document establishes approval, rejection, amendment or implementation. In particular, the July minutes excerpt does not state a vote or final action, and the later August agenda is a notice of consideration rather than proof that a new agreement took effect.

The next public step is the release of Board of Commissioners minutes or another official action record explaining what happened to the Aug. 18 renewal item. Until then, it remains unknown whether Piedmont received continued access, which parts of the recreation and aquatic center any agreement covers, and what obligations or conditions would govern the arrangement.
