Cook Construction and Real Estate’s proposed annexation of about 45 acres into Baldwin remains undecided after the Baldwin City Council held public hearings Sept. 1 on annexation and Highway Business zoning for the property near Duncan Bridge Road and U.S. 365. Habersham News reported that council took no vote that night and expected to consider the requests at a later meeting. The proposal is part of a 65.92-acre site, with the remaining 20.92 acres already inside Baldwin and zoned Highway Business.

The decision would shape the future of a prominent highway-corridor tract, not simply redraw a city boundary. The matter has moved through separate county and city proceedings. On July 20, the Habersham County Board of Commissioners unanimously removed from its agenda a discussion of notice for Cook’s annexation petition and proposed Highway Business rezoning of the full 65.92-acre site. The county commission then scheduled discussion of Cook’s 45-acre annexation application for Aug. 17. That discussion preceded Baldwin’s Sept. 1 public hearings, where the proposal returned to the city body that would consider annexation and zoning.

At the Baldwin hearing, Cook representative Alice Price said the developer envisions retail businesses, restaurants and other goods and services, arguing commercial development would better fit the corner than housing permitted under county suburban-residential zoning. Supporters described a chance for nearby shopping, jobs and tax revenue. Opponents did not uniformly reject development, but urged a slower review: Alice Venter cited sewer concerns, while Freda Waters and Cindy Blackburn questioned traffic, public-safety demands, infrastructure costs and the need for independent analysis.
