Habersham development authority reopens Airport Business Park maintenance bids, but no award is recorded

The Habersham County Development Authority unanimously reopened consideration of landscape-maintenance bids for Airport Business Park on Dec. 1, 2022, ending a monthlong procedural hold on the item. The approved meeting minutes record the vote to remove the bids from the table, but they do not identify a selected contractor or show that the authority awarded the work.

The question is modest in scale but consequential for a publicly supported business-park property: who, if anyone, would perform recurring landscaping and upkeep, under what scope and at what cost. Two owners of 3J’s Landscape spoke to the authority about their experience during the Dec. 1 discussion, according to the minutes. Their bid included $1,200 for initial mowing and cleaning. The minutes establish that the company presented its qualifications and pricing for that initial work, but they do not say the authority accepted its bid or chose any other bidder.

What is confirmed is the unanimous Dec. 1 vote to bring the landscape-maintenance bids back from the table. What remains unconfirmed in the documented minutes is whether the authority later selected a vendor, executed an agreement, altered the work scope or made payments for the service. The $1,200 figure was part of 3J’s Landscape’s bid for initial mowing and cleaning, not a recorded final contract price.

The next public step would be a later Development Authority agenda or set of minutes showing a bid decision, or a signed contract or payment record naming the contractor and final terms. Until one of those records establishes an outcome, residents cannot tell from the Dec. 1 action alone whether Airport Business Park’s reopened maintenance procurement resulted in an award.
