Habersham Hangar H-2 commercial-use proposal remains unresolved after returning to county agenda

A proposal to allow commercial use from Hangar H-2 at Habersham County’s airport returned to the Board of Commissioners agenda on Sept. 19, 2022, leaving the fate of the lease amendment unresolved in the documented record. The item would amend Michelle Curcio’s existing hangar lease to permit commercial use, but the September agenda identifies no vote, approval or other final action.

The distinction carries practical weight for the hangar’s tenant and prospective operator. Horizon Dreams LLC’s plans for the site included aircraft rental, flight training and specialized commercial flying services, but the airport body’s approval of that service application was expressly contingent on the county changing the Hangar H-2 lease. Interest in offering services, by itself, did not authorize commercial activity from this privately leased hangar.

The matter reached commissioners after the airport body acted July 11, 2022. Its minutes say members unanimously recommended that commissioners amend the Curcio/Horizon Dreams LLC lease for commercial use and unanimously approved the company’s single-service application, conditioned on that amendment. Commissioners then scheduled the lease question for Aug. 15. When the proposal appeared again on the Sept. 19 agenda, the repeat listing showed the issue was still before the board, but not what had happened between the two meetings.

Horizon Dreams LLC and Curcio stood to benefit if commissioners allowed the lease to accommodate commercial use, because the company’s proposed rental, training and specialized flying services depended on that change. The airport body supported the request through its unanimous recommendation and conditional service approval. The Board of Commissioners, however, held the decision-making role on the lease amendment; the agenda entries record that the proposal was presented to it, not how individual commissioners responded.

What is established is narrower than a completed commercial project: the airport body recommended a lease amendment, approved the company’s service application on a contingency, and commissioners placed the amendment on agendas in August and September. What remains unestablished is whether the commission approved the proposal, whether an amended lease was signed, or whether commercial operations began at Hangar H-2. Neither of the two commission agendas states a final board decision.

The next public step is to locate commission meeting minutes, a recorded vote or an executed lease amendment connected to the Aug. 15 or Sept. 19 agenda item. Until such a record identifies an outcome, residents cannot tell from these materials whether Habersham County authorized commercial use under Curcio’s Hangar H-2 lease or whether Horizon Dreams LLC could proceed from that location.
