Habersham approved $3.36 million runway overhaul, but public record leaves construction unresolved

Habersham County commissioners unanimously approved a roughly $3.36 million package on Nov. 20, 2023, to support an overlay of Runway 6-24 at the county airport, authorizing a Georgia Department of Transportation agreement, construction contracts and the county’s local match. Nearly three years later, that vote remains the latest documented milestone: the record establishes approval, but not that the agreements were executed, paving began or the runway work was completed.

The distinction matters because the action concerned more than accepting grant money. Commissioners were authorizing maintenance work on a county transportation asset used by airport operators and visitors. The proposed overlay was expected to provide a smoother runway and improve cross-draining, but those operational benefits depend on work actually being carried out; the commission’s approval alone does not show they were delivered.

The runway contracts and local funding first appeared on the Nov. 20, 2023 regular-meeting agenda as an item for commission consideration. At that same meeting, commissioners approved execution of the GDOT agreement and construction contracts with Pittman Construction Company and Lead Edge Design Group, along with the local match, on a unanimous 5-0 vote. The meeting minutes described March 2024 as a likely paving start, but that was a projected schedule, not a record that construction started or finished.

County commissioners supported the package unanimously. The approved arrangement identified Pittman Construction Company for construction and Lead Edge Design Group in connection with the project, while federal and state transportation funding were expected to cover most of the cost. The minutes put the Federal Aviation Administration and GDOT shares at about $3,173,729, with Habersham County responsible for about $185,266. The record does not include later statements from the contractors, airport users or county officials about whether the planned work moved forward.

What is confirmed is the commission’s authorization of the funding agreements, contracts and local contribution. What remains unconfirmed is implementation: no later documentation here establishes execution of the agreements, a revised construction schedule, a contract amendment, completion of the overlay or the runway’s condition after the vote. The March 2024 reference should therefore be read as the anticipated timing described in the 2023 minutes, not evidence of a completed airport project.

The next consequential public action would be a county or airport record showing whether the agreements were executed and, if the project proceeded, when construction was scheduled, whether its scope or cost changed and when the overlay was completed. Until then, residents can determine that commissioners committed county funding and approved the runway package, but not whether Runway 6-24 received the smoother surface and drainage improvements the project contemplated.
