Stone Bridge Road Damage Leaves Franklin County Facing Repair-Cost Question

Franklin County commissioners were told June 30 that Stone Bridge Road has developed significant damage and numerous potholes as dirt is hauled for grading at Lavonia’s future Tractor Supply site. The work-session discussion described about 350 loaded dump trucks using the route each day—roughly 700 total daily trips—and said recent road repairs had not held.

For drivers on the county road, the question is more than when potholes might be patched again. The discussion raises an unresolved public-cost issue: whether construction-related hauling has created a repair burden for the county and whether the contractor connected with the work will cover some or all of it. No timetable, scope of work or identified source of payment emerged from the recorded session.

The condition came before commissioners after repairs had already been attempted and, according to the work-session account, failed to hold under continued heavy truck traffic. County staff connected that traffic to the grading operation for the future Tractor Supply development in Lavonia, turning what might otherwise be a routine maintenance problem into a dispute over the effects and costs of intensive construction hauling.

County staff described the road damage, potholes and volume of hauling traffic during the June 30 discussion. The minutes say the contractor had agreed to help repair some traffic-related damage, but they do not spell out the extent of that commitment, a cost-sharing formula or whether county officials accepted any final arrangement. The Board of Commissioners discussed the issue in work session without a recorded vote.

What is established is that Stone Bridge Road had significant deterioration, that recent repairs had not held and that heavy dirt hauling was occurring for the development grading work. What remains unestablished in the June 30 minutes is equally consequential: there is no recorded board authorization, final repair plan, cost estimate, funding measure, repair contract or completed repair. The contractor’s reported willingness to help is not a documented final allocation of responsibility.
