In September 2025, the Franklin County Board of Commissioners discussed a 30-day advertisement covering vacancies on the Board of Assessors, Ethics Board, Planning & Zoning Board (District 1) and Recreation Committee.
By late November, County Administrator Terry Harris had reviewed applications received for the openings, including for the Ethics Board and Recreation Department, and said he planned to bring appointments to the board for a vote in December.
At the December 1 meeting, a citizen raised concern that applicant Josh Blakely did not meet Ethics Board eligibility requirements because he is employed by the Franklin County Sheriff's Office. Commissioners went on to approve Guerry Hall to the Planning and Zoning Board and Eddie Wayne Grizzle to the Board of Assessors, each by a 5-0 vote.
