In April 2025 the Franklin County Board of Commissioners discussed a county water shortage after the City of Toccoa cut the county's water allocation to 640 gallons per minute, down from 800-900 gallons per minute.
On May 5, 2025 the board voted 5-0 to approve a 90-day moratorium on new water meters, citing low water tank levels on Highway 106.
The board extended the moratorium 90 days at a time repeatedly over the following year, while continuing to describe the situation as a water crisis and, by September 2025, noting 31 pending water meter requests. Votes to extend passed 5-0 on August 4, 2025; November 10, 2025 (with a carve-out for already-approved building permits); February 2, 2026; and May 4, 2026.
