Franklin County commissioners hear complaints against recreation director, then meet in closed session

At a July 28 meeting, a resident identified as Mr. Chastain told the Board of Commissioners he had concerns about how the Recreation Department is run, alleging an abuse of authority by Director Randall Gailey.

Complaints continued at the board's August 3 meeting, where residents raised issues about conditions and operations at the department, including facilities, coaching and the football practice field. One speaker noted that volunteers have had to step in to coach, at times covering multiple soccer teams in a season because of a shortage of coaches.

Later that same day, the Board of Commissioners and the Franklin County Recreation Board held a special called joint meeting whose agenda included an executive session.

Commissioners voted 10-0 to go into that executive session to discuss a personnel matter jointly with the Recreation Board. The record does not show what, if anything, was decided about the complaints or about Gailey.
