Demorest keeps control of classroom space in $1-a-year Historical Society lease

Demorest City Council unanimously approved revised lease terms for the Historical Society on Jan. 2, 2024, offering the group city classroom space for $1 a year while ensuring the city can require it to move if that space is needed. The 4-0 action limited the society’s use to no more than one classroom and allowed relocation to a similar classroom with 30 days’ notice.

The decision gives the Historical Society inexpensive access to city space, but not a permanent claim to a particular room. By declining to attach the agreement to a named classroom, council preserved flexibility over city property; a move could also carry practical costs for the society, which under the approved terms would pay moving expenses or could end the agreement with 15 days’ notice.

Both the council’s work-session and regular-session agendas placed the Historical Society lease before members on Jan. 2. During the work session, council discussed changing the rent to $1 annually, avoiding a permanently assigned classroom and allowing the city to change rooms when necessary. Those discussions led to the modified terms adopted later in the regular session.

For the Historical Society, the arrangement provided a low-cost place to operate, subject to a one-classroom cap. For the city, the relocation provision protected its ability to manage classroom space as needs change. The council’s unanimous vote endorsed that balance: access for the group, paired with city control over the specific room and a notice process if reassignment becomes necessary.

The council action itself is complete: members approved the modified lease terms unanimously. But the recorded action does not establish that a final lease was signed, identify the classroom ultimately used by the Historical Society or show that the city has issued a relocation notice. The rent, classroom limit and relocation provisions were approved terms, not proof that every implementation step occurred.

The next public sign of progress would be a signed lease, a later council record naming or changing the classroom assignment, or a relocation notice issued under the approved terms. Until such a record appears, it remains unresolved whether the agreement was finalized, which city classroom—if any—the Historical Society occupies, and whether the city has exercised its authority to move the group.
