Demorest retreat raised open-records process, but minutes show no policy follow-through

Demorest’s City Council identified the need for a more defined open-records request process during its March 23, 2024 retreat, including the possibility of online submissions, a designated receiving office and city-only communication practices. But the signed retreat minutes do not show that council adopted a policy, assigned the work for implementation or put a procedure into effect.
