Demorest approved 2024 repairs for three streets, but timeline remains unanswered

Demorest City Council unanimously approved a 2024 street-repair project for Alabama Street, Georgia Street and Arizonia/Stone Street on Jan. 2, 2024, directing the city’s 2024 Local Maintenance and Improvement Grant funding to those roads. The 4-0 vote also authorized Mayor Rick Harkness to sign for the project, but the council record does not say when the repairs would start or finish.

The vote matters because it turned a general funding source into a commitment to three specific Demorest streets. That recommendation was not final on its own; the later regular council meeting supplied the formal action, with council members unanimously adopting the project and authorizing the mayor to sign.

Staff’s position, as reflected in the work-session minutes, was that Alabama, Georgia and Arizonia/Stone streets should receive the 2024 LMIG-funded repairs. The council then endorsed that recommendation without a recorded dissent, while Mayor Harkness received authority to sign for the project. The minutes do not identify a contractor, describe a bid or spell out the repair scope.

The council approval and mayoral signing authority are completed governmental actions. The repair work itself is a separate question: the Jan. 2 minutes do not establish a construction schedule, contract award, start date, delay or completion. As a result, the record confirms the city selected the three streets for its 2024 LMIG project, not that paving or other repairs occurred.

The next public sign of progress would be a later Demorest council minute, procurement or contract record, or city project update identifying a contractor and schedule for Alabama, Georgia and Arizonia/Stone streets. Until then, residents can point to the 2024 council commitment but cannot determine from the minutes whether the project proceeded as approved, changed in scope or shifted in timing.
