The story

On July 17, 2025, the Planning Commission took up an application from ZKS Properties to rezone 381 Hoyt St and 463 Irvin St to a Planned Unit Development. The commission approved the rezoning unanimously on a motion by Jimmy Thompson, seconded by Josh Dilbeck. The application described a 2.11-acre site at 13 units per acre with 57 parking spaces and 24 total proposed units.

The proposal went to the City Commission, which received a presentation on it in late July. On August 5, 2025, the commission's agenda listed a PUD request by ZKS Properties at 318 Irvin St. The commission voted 4-0 to post the rezoning with conditions, including that sidewalks be built on the city right of way; minutes of that meeting referenced 16 townhomes.
