Hazel Creek gauge work moves ahead as Cornelia withdrawal plan remains unfiled

Cornelia’s water authority reported in January 2022 that Nutter & Associates had been authorized during a conference call to proceed with calibrating the stream gauge on Hazel Creek, advancing work connected to a possible large water withdrawal from the creek. The update did not provide an exact date for the call, and it did not say whether the calibration was ultimately completed.

The gauge work matters because staff linked it to C&S’s anticipated application to withdraw as much as 4.5 million gallons a day from Hazel Creek. Such a request could depend on a 7Q10 analysis, which examines low-flow conditions in the creek; the calibrated gauge would help supply information for that planning and for evaluating the proposed demand on the waterway.

The January update portrayed the effort as moving beyond an earlier pause: it said the consultants were cleared to proceed, while also describing calibration as being on hold. That tension leaves the sequence only partly clear. What is clear is that the contemplated withdrawal application and the need for a 7Q10 analysis were the reasons the gauge calibration had become a live utility-planning issue.

Nutter & Associates was identified as the consultant authorized to undertake the calibration work. C&S was identified as the party expected to seek the withdrawal permission. The water authority’s update did not record competing public positions, a governing-body vote, or statements resolving whether the proposed withdrawal should proceed; it documented staff’s description of the anticipated technical and permitting steps.

Authorization to proceed is documented, but it is not the same as a completed calibration or an approved withdrawal. The January 2022 account characterizes C&S’s application as planned, not submitted, and it contains no 7Q10 findings. Residents therefore cannot determine from this account alone whether consultants finished the gauge work, what the low-flow analysis showed, or whether any formal request to take water from Hazel Creek was ever made.

The next consequential public step would be a formal C&S application for the proposed withdrawal of up to 4.5 million gallons a day, followed by disclosure of any 7Q10 analysis and an update on calibration. Until then, the central decisions remain unresolved: whether the gauge work was completed, whether a withdrawal will be formally proposed, and whether any such request will receive approval.
