Cornelia’s $1 Million Alpine Trailer Park Water Grant Still Lacks a Documented Route to Construction

Cornelia Water Authority’s latest identified public update, an Oct. 22, 2024 agenda, still described a $1 million Community Development Block Grant award for water-infrastructure work in the Alpine Trailer Park area as headed for June bidding. The agenda did not record whether bidding occurred, who—if anyone—won a contract, or when construction would begin. That leaves the publicly documented project at a planning stage months after the stated bidding target.

The unresolved status matters because the grant is a significant public investment in water infrastructure serving the Alpine Trailer Park area. A grant award and a planned bid can set a project in motion, but neither establishes that a contractor has been hired or that work is underway. Without a documented procurement result or construction schedule, residents cannot tell from these Water Authority materials when work may affect the area or which firm would carry it out.

The authority first reported the award at its April 23, 2024 meeting. Its agenda and meeting minutes said the FY 2023 CDBG application for the Alpine Trailer Park area had received $1 million and was scheduled to go out for bid in June. The Cornelia Water Authority is the public body reporting the project’s status, while the CDBG award is identified in its materials as an outside grant award rather than a Water Authority vote to award money. The authority’s April materials also separately referenced 12,400 linear feet of Old Level Grove Road water-main work estimated at $3.246 million, but they do not establish how that description relates to an Alpine project.

What is not documented in the April meeting minutes and agenda or the October agenda is whether bids were solicited or received, whether a contractor was selected, or whether construction began, was delayed or was canceled.
