Cornelia’s Old Level Grove Road Water-Main Plan Remains Unfunded and Unbuilt

Cornelia’s proposed water-system work along Old Level Grove Road had not moved into documented construction as of the Water Authority’s Oct. 22, 2024 agenda. The agenda again described ongoing design and efforts to obtain Georgia Environmental Finance Authority funding for an estimated $3.246 million project involving 12,400 feet of water main, while saying no principal forgiveness had been awarded. Because the item was on an agenda, it shows what was scheduled for consideration—not that the authority took a new vote or approved the project.

The plan concerns infrastructure that serves the Old Level Grove Road area, but its eventual shape and timing depend on financing and later contracting. For residents, the difference between a design-and-funding effort and an implemented project is consequential: a proposal can identify needed main replacements or improvements without establishing when crews will begin work, how much the finished work will cost or what exact pipe configuration will be built.

Those minutes said the work was on schedule to bid in June, yet the October agenda returned to the same design-and-funding status rather than documenting a bid result.

The Water Authority’s project reports frame GEFA financing as a central part of moving the work forward. In April 2024, authority minutes reported that design and funding acquisition were continuing and that no principal forgiveness had been awarded; the October agenda repeated that position. The public documents do not set out competing resident or contractor positions, nor do they identify a selected builder. They instead show the authority still seeking to translate a water-infrastructure concept into a financed, bid-ready project.

Several elements remain proposals or status reports rather than completed acts. The $1.951 million, 5,000-foot description and the later $3.246 million, 12,400-foot description come from different stages of the planning record, so neither establishes the final cost or final scope. April 2024 minutes reported a planned June bid, but the listed materials do not document that bids were solicited or received, that GEFA awarded funding, that a contract was awarded or that construction began or finished. The absence of a principal-forgiveness award was expressly reported; the broader financing outcome remains unknown.

Until then, Cornelia has not publicly established through these records a start date, final engineering scope, financing terms or completion date for the Old Level Grove Road improvements.
