Cornelia’s East Walnut neighborhood water-improvement project was reported to be under construction this year, with Higgins Construction starting work in January under an $899,290 contract. But the Cornelia Water Authority’s July 28 agenda repeated an estimated April completion date without saying whether the work had in fact finished, leaving residents without a documented final status months after the projected endpoint.

The project concerns water infrastructure serving the East Walnut neighborhood and is tied to a reported $1 million federal Community Development Block Grant award. Beyond the immediate question of whether construction is done, the missing completion update matters because it prevents a clear public accounting of whether the grant-backed improvement has reached the stage residents were told to expect.

An April 2025 Water Authority agenda described the project as supported by a $1 million FY 2024 CDBG award, with bidding planned that month and a $1.377 million construction budget. By April 28, 2026, the authority’s agenda reported that Higgins Construction had received the $899,290 contract and had begun construction in January, while estimating completion in April. The July agenda carried forward those same details rather than recording progress beyond them.

For East Walnut residents, the practical stake is the condition and completion of the neighborhood’s water improvements. The Water Authority agendas identify Higgins Construction as the contractor and describe the project as grant-funded. Those agenda status items report the contract and construction start, but they do not establish a Water Authority vote awarding the contract or provide a contractor statement about the work’s progress.

The grant award, planned bidding, named contractor and January construction start have all been reported in Water Authority agendas. Completion, however, remains unconfirmed in the latest item: April was an estimate, not a recorded result.
