Carnesville City Council extended its moratorium on residential and commercial development requiring water-service availability through Feb. 3, 2026, keeping affected projects on hold as the city dealt with limits on water service. Until the council creates that record, residents and applicants cannot determine from the Nov. 4 action alone whether post-Feb. 3 rules again allowed water-dependent projects, continued the restriction, or imposed a revised process.
